You can try with the job post and sent thee interview. If it does not work then through an Email Upwork.

No, it means that the freelancer's account is either not approved, or on hold, or pending ID verification.
The freelancer's account is actually suspended at the moment.
Hire someone else.

Yes, maybe something like that. But sometimes it does not work. I faced the same issue when my client hired me.
