I worked with a freelancer about a year ago. Paid him out fully, however, no work was ever turned in- only screenshots of progress. He became unresponsive, and I allowed him some benefit of doubt for a few months. Life happened, and I never revisited the issue until now. What resources are available now for disputes, refunds, or recieving the work I paid for? The talent in question deleted their profile.

When a client hires a freelancer using an hourly contract, the client has 5 days after the end of the work week during which the client may dispute the freelancer's hours, such as if the freelancer used manually-logged time, or did not write sufficient memos.
5 days, and then it's too late.
With a fixed-price contract, a client MIGHT be able to file a dispute within 30 days after the last payment was made to the freelaner.
Neither of these things are guarantees, though.

Here is a very straightforward and helpful tip:
Proactively plan to never ask freelancers for money, never dispute, never seek a refund.
If a client does this, then he will save time and money.
Rather than paying money to a freelancer and trying to get it back in the future (which is a huge gamble and usually doesn't work), it is far safer to monitor a freelancer's work and stop paying money to the freelancer.
