Upwork Not Paying My Hire

Upwork has taken money from my account to pay my hire.  But my hire cannot get paid through Upwork.  Huge issue.  I cannot get in touch with a real person at Upwork to correct the issue.  My poor hire has been waiting for payment for over a month now.
