Would upwork offer us a discount in fees if we hire 3-4 freelancers here? We need specialists in many areas.

 On the 2.75% payment processing fee you mean? If you have a US Dollar Credit card you might qualify for paying $ 25 per month instead of 2.75%

On the prices and rates of the freelancers? No.

3-4 freelancers is not "volume" either. 30 to 40 freelancers is also not "volume"
