Upwork will not recognize that Paypal account is 'verified"

I have a verified Paypal account.  Upwork says it's not verified and i must 'verify' it.  How do I get Upwork to acknowledge that the Paypal account is verified?

The Paypal account that you attach to Upwork has to be verified with a backup payment method as outlined in this article.
