Violation for paying outside of Upwork?

I got an email notification from upwork saying I violated the terms and agreements.  Here is what it says:

The problem is: I never offered to pay outside of upwork and have emailed them back and never got a response so now I can not post any more work for freelancers?  How can I resolve this so I can get my account working again?
