Visibility of Past Upwork

I just interviewed someone claiming to have done Upwork contracts in the past, but they are not appearing on his profile. His profile shows as being completely new to the platform. Is the absence of any Upwork history an indication he is not being honest?

It might mean that the freelancer has more than one account, which is not allowed.
