What is a good framework for working with freelancers for typical development jobs?

I would like that I feed the freelancers "raw" information, and that my freelancers comes up with:

1. Structured requirements.
2. Top/Down design / architecture.
3. Planning.

The above should be refined as the project advances.

Actual hours should be matched against the planning.

It should be possible to reallocate work between freelancers.

Possibly the framework should support working in a Scrum / Canban way.
