What is the correct way to hire and make a proveable fixed-price esrow/contract

Hi

I found freelancer i want to hire. The whole detailed communication (and the job offer) were done in freelancer's mothertongue (russian).

My questions are:

1. should i translate the job offer into english, before officially hire the freelancer? If not, what is the correct way to go to the fixed-price escrow and contract? 
2. is it possible for Upwork to oversee an escrow of any kind, if a job offer is not in english?

The Upwork website is operated in English. You are free to communicate with each other through your local tongue. If you wish to hire the freelancer, please post the job in English.
