What is the tax obligations if I hire someone on Upwork

All,

Can any one please help me know the tax obligations as per Indian law If I hire any freelancer on platform like Upwork?

Someone told me that I need to pay 18% GST over and above the amount I paid to Upwork and Freelancer since it is import of service, is it right?

Note: the freelancer can be from any location (india or outside).
