I already hired someone and funded money into the escrow account. However, the freelancer I hired said he can't accept my offer since my account is on hold. Why is that? Where I can contact to? I already funded the money. I also don't see the option to verify payment. Can I get a refund for the funded money into the Escrow account? I don't want to use Upwork. So bad!!!!

You don't need to worry.
If the freelancer doesn't accept the offer, then the escrow money will be refunded to you AUTOMATICALLY.
You don't need to contact anybody or do anything for that to happen.
If the freelancer clicks a button to decline the offer, then the refund will be processed back to your credit card within 5 business days.
