Who makes the billing issue?

hello, i would like to hire a freelance, but never did before. I would like to know who carries the billing issue if it is carried by upwork or the own freelance takes care of the billing.

If you find and hire a freelancer through Upwork, then all billing is handled through Upwork.

In fact, if you pay a freelancer directly, then it is a violation of Upwork ToS rules, for both parties.
