Hi there,
I'm hoping to hire a freelancer for a project that I'm working on at the moment. I have a potential candidate that resides in my country but there does not seem to be a way of contacting him directly regarding my job offer.
I'm just wondering is there any way for me to send my job proposal directly to this candidate as I would prefer to contact this freelancer directly rather than posting my job proposal publicly for freelancers to make their bids.
Any helpful information would be much appreciated.

You need to make sure you are using client mode, not freelancer mode.

This is easy.
Create a job post.
From the post, send a private invitation to the freelancer.
It is free to do this.
It does not obligate you to hire him, or to do anything at all.
This simply creates an opportunity to talk about your project.

Apologies, how does one create a job post? The tabs at the top of the Upwork website seem to be more tailored for people looking for work rather than trying to hire someone.
