Instead of focusing on the micro-management of the freelancer you have hired, why don't you discuss the deliverables per day/ per week with him/her beforehand and then set a budget accordingly? It appears that you want to juice out a maximum effort from the freelancer; making him work for every microsecond just like a robot.
