billing setup

I'm from the UK and my paypal account is definitely verified but when I try to add billing payment it comes up with;

"We are sorry but we cannot setup PayPal as your payment method because it is not verified. Please verify your PayPal account or add a credit or debit card."

There is an issue with English pounds and US dollars is what paypal said and that Upwork need to do something their end. But I don't know how to contact Upwork wiithout spending a few bob on a US phone line. Any ideas?
