I hired a person for my project and later on he failed I cancelled the project. So right now I dont pay him project and how can I get my money back ?

If you cancel the project and the freelancer clicks the button to agree to the escrow money refund, then the money returns back to you automatically.

Oncd Upwork releases money back to you, it shows up in your bank account or credit card account within five business days.
