What happen when select no limit in weekly hours as I do not know how many hour needs

It is probably best to set some sort of parameter with regard to how many hours a freelancer can log on a job, unless you are completely open in terms of allowing a freelancer to bill for as many hours as it takes to get the job done. This is something I'd advise you discuss with your freelancer, to get an estimation about the expected time the job will take. It doesn't have to be set in stone, as you can increase or decrease the hourly limit as necessary if the scope of the job changes. Hope that helps!

Also remember that the weekly limit is just that - weekly. The freelancer can bill you up to the weekly limit each week, it's not a total limit for the project.

Also be aware that the freelancer is not required to bill the full weekly limit each week. The limit only prevents a freelancer from billing more time than the client allows.
