Yes.

A client ALWAYS has the option to pay a DIFFERENT amount than the actual esrow amount.

When you click the button to release payment, the next thing you will see is a field that lets you EDIT the amount of money to release/pay to the freelancer.

You may pay MORE, and you don't need any permission to do so.

You may edit the amount to be LESS than what is in escrow. You may even edit the amount to be ZERO.

If you pay less, then a "refund request" will be sent to the freelancer. The freelancer may AGREE or DISAGREE with your request (accept or reject). So it is a good idea - if you play to pay less for whatever reason - to discuss this with the freelancer before you release payment and trigger the refund request. That way the freelancer will be expecting the request, and can quickly grant your request.
