"Hire Freelancer" button won't illuminate for me to push it

I'm trying to hire a freelancer. I click on the 'hold entire budget in account' and I checked the 'terms of agreement' button, but the "Hire Freelancer" button won't let me push it...won't illuminate. I just want to be able to hire!

Please go to your account settings and choose the tab on the top-left, ''My Info''. Kindly try adding your address details, security question, and phone number in order to fix this error. If the issue persists after this please let us know and our team will assist you further.

I followed the instructions in your email. I simply want to hire a freelancer and the system is not letting me. I’ve never experienced this issue in Guru.com. Please help me
