"Pending: Waiting for agency manager to approve"

Having issues getting my project moving forward. The request says "Waiting for agency manager to approve". On his end, he sees a message that says "You cannot join this team until client adds a complete address. I checked all of the information in the profile and I everything has been added.

Will check, but William, who is the agency? Myself (the one wanting the work done) or the developer (the one doing the work)?
