Can I become an author on the Hiring Headquarters / Upwork blog?

Several years ago Upwork suggested frelencaers to publish their posts on the Hiring Headquarters or Upwork blog (https://www.upwork.com/blog/2016/01/upwork-premier-author/). Do freelancers still have this oportunity? If so, where can I find out more details about it?
