I'm a Libran, and I think the "scales" symbol depicts how we carefully weigh our actions and responses, or how we keep things balanced (or keep the peace as Anjelica said).
Like many Librans, I gradually learned through experience and realized it is better to speak up or take a stand where it matters. But I think there is always a way to speak in a graceful manner, conveying a point without being disrespectful or confrontational. This ability is getting better as I age, and there is still room for improvement. Because there are still many instances where I fall back to my natural inclination of bottling feelings and not speaking up. However, I think this characteristic is a plus-point in a way. Often, having a lot of patience, and remaining silent is very beneficial in the grand scheme of things.
