2)you send proposal 

3)if you meet the client expectations then client will interview you 

4)if you impress the clien with your work ,he will hire you.

It's depends on your portfolio, link and cover letter. if you successfully cross these categories then your proposal can be sent 

If client impress with your cover letter then he got the interview. If you impress the client then he will hire you
