0 Available Connect but my current billing cycle is still available.

Hi, I was wondering why my connect maintain to 0 even if my billing cycle is updating every now and then.

Currently my billing cycle is:

Oct 16, 2019 — Nov 15, 2019 but my connect remain 0.

I'm using Freelancer basic. Pleasae advice me on this.
