I am a top-rated freelancer for several weeks now and I did not receive this message about the 0% fees for new customer I bring to Upwork...
Would it bepossible to get it as I might have a need for that quite urgently...

I'd suggest that this is an entirely inneffective way to implement the outside client program. All of the threads on this topic are just cluttered with requests for this email.

 

Is there NOT an option for new clients to simply enter a freelancer's name/id # when they sign up??

A referred by with the email address of the freelancer should do the trick.
