Perhaps there is some mention in the law the explains the circumstances in which the document is required? Did you report the income on your taxes for 2019? That should serve as evidence of income.

Upwork doesn't pay you, the client does. Some, but not all, clients will in fact send a 1099 at the end of the year. Have you shown your lender the Certificate of Earnings?
