whenever I saw 50+ proposals for a single job whose budget is also 5 ~ 10 $ I feel sad. I think not more than 10 people can apply if the job budget is just 10 $. Upwork should review the policy. It will save freelancers & client time.

How does it save freelancers time? They can simply choose not to apply if they don't want to--you're not doing them any favors taking decisions out of their hands.

How does it save clients time to only get the first ten proposal...probably the worst ones, since they come from freelancers who have no work and are sitting around staring at their feeds...and have fewer options for finding the right freelancer?
