How does it save freelancers time? They can simply choose not to apply if they don't want to--you're not doing them any favors taking decisions out of their hands.
How does it save clients time to only get the first ten proposal...probably the worst ones, since they come from freelancers who have no work and are sitting around staring at their feeds...and have fewer options for finding the right freelancer?
