A friend has hard time getting his account approved. Will an agencie's invitation help?

I have an Upwork agency and I can add him as a part of my team, will that get him his account approved?

That would have to be an exclusive account right?

Hi Flavio, 

I would like to clarify that adding an agency freelancer whose Upwork account was not accepted will not automatically get their account approved if they join an agency.
