Ability to take a job

Hello everybody, I'm on this site for a couple of weeks and still can't take any job. I think the reason is that my application quota is nil. The problem is that i don't know how to increase it. If you know any other reasons to my problem or how i can augment my quota, please fell free to answer to my request.
