I checked your account, and your Connects History, and do not see any Connects in your account in the past 90 days. Could you please confirm when you purchased Connects so that I can look into this further for you?

You can roll over up to 140 connects per month. That does not mean that Upwork is going to give you 140 connects.

I can confirm that only new freelancers that registered after this change are eligible for free 20 Connects. When this change was rolled out, Top Rated Freelancers also received 60 Connects. You will need to meet either of these eligibility requirements to receive Connects when this change was rolled out. You may read more about it here.
