Access to this page has been denied

My friend has been working on upwork for over a year and now he has difficulties loggin in to his account. He tried to login from pc, laptop, mobile but on every device, he keeps getting "Access to this page has been denied". Since he can't login, he won't be able to contact upwork support.

What can he do in this case?
