Hello,
I did withdrawal and accidentally choose the close local bank. How could it be reverse and withdraw to the right active local bank? Upwork already sent me notification that the payment already in process. Hope someone from upwork could answer it.

You can't. The bank will reject the payment and it will eventually end up in your Upwork account again.
That will take between one and two weeks, rarely longer.
Change your bank account details right away so it does not happen again next time.
