It is not a rumour.
Freelancers who submit a large number of proposals but are never or very rarely hired are obviously not what the marketplace needs and are either wasting their own time (what is the point of spending time bidding yet never getting hired?) or defrauding Upwork by taking the client off the platform.
It has nothing to do with "new" - it has to do with being unsuccessful.

Thank you for that answer Petra 😄 , but can you also tell me the weight/duration of the suspension and the other rules regarding this "account suspension", when it comes to the conversion rate etc etc.

It's not a suspension, Patrick--freelancers who submit many proposals and aren't hired are removed from the platform.

When I go for submetting my first proposal , I saw that "we can't save ypor proposal, because your account is suspended".
then I go back my home page & didn't see any suspens message in my account.
Then again I go for submetting another proposal & see the same message.
What happen?
What should I do!?

I don't think you understand... Such profiles are permanently closed. It means the Upwork journey of that freelancer is over, for ever. The profile is taken down and the account closed. Game over.
Upwork are not publishing the level of proposals / hire rates that get someone into the danger zone.
Ultimately if you are getting hired and are getting paid there is nothing to worry about. If you are not getting hired or hardly ever, being on the platform is a waste of your time anyway.

I definitely understand you, but the reason why I am asking things is because I am going to inform the Upwork members in my FB Pages regarding thi issue.. better to prevent than to cure. anyway thanks

Hi Patrick,
Your account will be set to private if you haven't earned on Upwork for 30 days (50 days for new freelancers). Please check out this help article for more information.

Hi, Joanne!
My account wiil be set to private or freelancers who submit many proposals and aren't hired are removed from the platform?
I'm worried, because I submited around 25 proposals since January,18, 2018, (I'm new at Upwork) but I only got 2 interviews.
Thanks.
