Account suspended (Helping a friend)

Greetings, helping a friend.

so my friend just introduced upwork to his brother, witch his brother doesn't have any idea about the upwork policy in having only one account per user, so the brother used his brother's computer and created an account witch made his brother's account suspended.

is there anyway he can get his account back? thank you! God speed.
