Account suspended

Greetings!

My friend's account is suspended and he doesn't know the reason. He had to receive the letter on his email about the reason, but he didn't receive the letter from Upwork's notification service which would contain something like "Your Upwork account has been suspended.". How can he solve the problem or what should he to do?
I can provide his link in your PM.

Addictional information:
1. All notifications are turned on.

2. He even can't create a new topic on the forum to ask someone about help because the button is disabled... He has a good history. He has been keeping all of Upwork rules.

3. He had described the problem and sent a letter on  **Edited for Community Guidelines**  this email because we didn't find another one. Unfortunately, after 2 days nobody answered him and request's status became "solved"
