Sir I have submitted 3 proposals but when I checked it shows only one. I am not understanding what is happening. Whome should I complain?

Nothing to complain about. Look at your "archived proposals" page.

And you are on a global and mixed gender platform, so addressing everyone with "Sir" is not appropriate.
