When viewing a job posting, in the "Activity on this Job" section, if it says 'Hires: 1,' does that mean the job has been awarded and it is now a waste of time to submit an proposal? (If the job post does not specify the client is looking for multiple freelancers.)

Yes, the job has been awarded so it's probably a waste of 2 connects to apply, but if you were invited by the client, then no harm thanking the client and perhaps letting them know you're available.

I had this same question.

 

Why, then, if the job has been filled, does it allow you to submit a proposal and why is the job still posted?

 Clients have the option of closing the job when they hire someone. Many don't do so. In some cases, that's just carelessness, but in others they may be thinking of hiring an additional freelancer, or may be waiting to make sure their first pick works out before closing off other options.

 

I recently completed a good-sized job on which the client appears to have hired two freelancers to do exactly the same work. I don't know why, but he paid us several thousand dollars each.
