Adding Direct to Local Bank

Hi, I have some confusion regarding my financial accounts. Can I add the account that I already use in Nepal? And will withdrawing money every time from the account (other than Upwork payments) charge me $0.99?

I checked your account and it looks like you have already added a Direct to Local Bank payment method. For Direct to Local Bank transfer, payments take up to four business days to arrive at your bank.
