Basically, I am capable of getting more contracts than I can handle on UpWork and I would like to move forward with working as the project manager of my own team... (e.g. hiring other UpWork freelancers to work together to complete jobs with my supervision.)
1. Is this "legal" in UpWork?
2. If I make a business account (not sure what it's called on UpWork), then does that replace my individual freelance account? I'd like to keep it the same.
3. In your opinion, would a client be more likely to hire a "business" to complete their work or an individual?
4. Has becoming a "business" on UpWork given you a little passive income and more free time?

What you describe is called outsourcing and somewhat frowned upon. Clients would need to know and agree to the fact you are outsourcing their stuff. You would be fully responsible and potentially liable for what happens (pretty risky when you farm out things that contain personal info such as resumes) Then there would be two sets of fee (20% on what the client pays you, 20% on what you pay your hired freelancers) and either you'd be hiring cheap people (quality issues) or have to price yourself out of the market. Think about it...
1) It is not forbidden but frowned upon by most. The best way would be to create an agency. Then clients hire your agency members through your agency but you stay responsible and get the work, then pay your agency members outside of Upwork.
2) No, your personal account would remain but show as an agency account. This generally leads to being hired less as clients tend to prefer individual freelancers to agency freelancers.
3) An individual in your category, hands down.
4) It won't.
If you have too much work, up your price until it balances, that way you work less and earn more money.

1. Yes, it is "legal" in Upwork. You can create an agency in Upwork
2. Yes, you can keep working as an individual freelancer too

Well, considering she speaks about hiring Upwork freelancers to do the work she was hired for, that is outsourcing (aka "farming out") and not how an agency works on Upwork. With an agency the client hires the agency freelancer through the agency and the agency gets paid by the client, oversees and is responsible for the work, and pays the agency member outside of Upwork.
