Agency & Freelancer Payments

Is it correct that...
1. The hourly rate charged by each freelancer in the agency is set by the freelancer themselves.
This means that they know how much the agency is charging the client for their work and therefore pay rates between agency and freelancer need to be negotiated prior the job rather then the agency
negotiating with client + freelancer and then setting a rate that isn't visible to both?

2. Payment to freelancers is not done automatically via UpWork and doesn't need to be done through UpWork? It is totally up to the freelancer + agency to agree on something.

2. Yes, in fact payment can't really be done through Upwork or there would be two sets of fees
