Hii Team, 

Vishal this side,

Recently i purchase a membership on my agency account , and a typical error was occuring regularly when i submitting the proposal.

The error is:- 

You do not meet all the client's preferred qualifications

You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:

Earnings:At Least 10000

please give me a solution to get out of this as soon as.

The only way to meet those requirements is to .. meet those requirements.  If the job requires a minimum of 10,000 USD in earnings and you have not reached that minimum then you don't meet the requirements, it really isn't more complex than that.  I.e. in this case you need to earn at least 10,000 USD on UpWork on other projects first.

 You can still submit a proposal but it is highly unlikely that you will be accepted.  Check the requirements before sending proposals and make sure you match the minimum requirements before submitting, it greatly increases your chances of landing a job.
