Talk about a Merry Christmas... No reasons (I'd just finished a contract and got a positive review), no stimuli that could have triggered it, just another UpWork thing, I guess. Anyone else going through these kinds of unexplained phenomena with UpWork? Does UpWork...work?

What does your 'Top Rated Eligible Weeks' meter say under 'Find Work - My Stats'? It needs to be at least 13 out of the last 16 weeks for you to keep a Top Rated status.

Yeah, that's really strange that this new feature is showing me at 9 out of 16 weeks, when just the day before I was top rated, which would mean EITHER the rules suddenly changed for me on Christmas day, or that maybe there really is no system involved...

Actually, there wasn't even an update on Christmas day. JSS (and with it, top-rated eligibility) updates every other Sunday.
Since your profile is private, no one can really help you figure out what might account for it.
ETA: What "new feature" are you referring to?

Yes, my profile was also locked private just a day or two ago, as well. They keep doing that, even though I had been in talks with clients on pending projects...that doesn't seem to concern UW (or the UW system algorithm's priorities).

No, it doesn't. They've been super-clear that the standard for being set to private relates to EARNINGS. No other activity makes the slightest bit of difference, by design.

The new feature is the 9/16 weeks and the status readouty on my proifile, which didn't exist there in the same way previously.

The 'Top Rated Eligible Weeks' must read at least 13 out of 16 for freelancers to keep a top rated status. This means freelancers need to have Rising Talent status or a JSS of at least 90% for 13 out of the past 16 weeks.
Because you indicated your profile is showing 9 out of the last 16 weeks being eligible, I recommend you take a look at your JSS/Rising Talent status as a starting point. Once a 90% or higher JSS/Rising talent status is in place, this number should begin to increase in the coming weeks.
This may not fix everything, as the above is only part of what qualifies freelancers for a top rated status. Here's an article that mentions other criteria for becoming top rated: https://support.upwork.com/hc/en-us/articles/211068468-Become-Top-Rated
