Depends if she funds them or not.
No. She probably thinks that because there is a fee for each payment, but the fee is percentage based, so it ends up the same no matter how many pieces it's in.
Percentages have a habit of getting some brains to short-circuit... we've seen the funniest questions here about that, including one who thought that after 10 payments at (the then) 10% Upwork fee she's working for free because the fee is then 100% (I kid you not)
Personally I am happy to work with one milestone forone off projects as long as it's not much over $ 1000 - but I understand why others are more comfortable when stuff's cut down into smaller bites.
