Do clients get verified by Upwork before they can post a job on the platform ?
If yes, is there a way to identify whether the client has been verified - like the tick mark for freelancers ?

No, but you can see if they verified their payment method right on the job post.

Thanks Petra. So, does that mean that a best practice for me as a freelancer would be to check whether the client has a verified payment method before deciding to bid on a job ?

What many successful freelancers have mentioned is this:
Bidding on a job before a client is payment-verified is fine.
Many clients are new to the Upwork system and don't necessarily provide their credit card information before they have even decided to hire anybody or spend money.
A client who isn't payment-verified? That does not mean that the client is a bad client or isn't serious.
If you actually get offered a position, or if you are actually hired, then a "best practice" is to make sure that the client is payment-verified before you start working for the client.
