Are some recruiter are not really recruiting and they just want free consultant?

I'm new to upwork and still haven't get my first job yet, even though I've send about 30 proposal.

What even worse is I notice some recruiter ask a lot of question when DM me, seeking for all possible solution to the problem, and in the end no more reply.

I understand recruiter need to understand more about me and to make sure that I can solve the issue for them, but it still annoying when this happen, it happen to me when I apply some bug fixing job.

In my opinion it is way worse than scam, I'm not sure should I continue answer their questions, because I don't know they are really want to hire someone to do their work, or just want some idea on problem solving, seek some free consultant in upwork, and just solve by themself.

In the end I just wasted my connect, my time, and still not get a single job... 

Anyone with similar experience, may I know if you can share your solution on this situation?
