As a freelancer, the client agreed to my proposal and is asking me to create a contract. How do I do that?

You cannot. The client must do it.

Tell the client to click the green Hire button. That automatically creates the contract offer. Then you will click Accept.

Then a contract is in place.

It is automated. Nobody writes a contract.
