I am trying to open an attachment " Working Instructions " sent by the client. 

This error is showing 

"It is not safe to download this file. If you really want to access this file please contact Customer Support".

I want to see that file so kindly help me out. URL of that file is

Historically a file called "Working Instructions"  has been a horrible virus designed to steal your data and hack your computer and your accounts.
