You can provide your legal name in the W-8BEN tax form in your user settings, however I would suggest consulting with a legal adviser regarding your question about requesting a VAT number, as we wouldn't be able to advise on this.

The W-8BEN is for US tax compliance only. French law doesn't apply. Just put your name.
Not everyone is fluent in English. If you are giving data (complicated to understand) on a specific topic and for a specific country and language, you should allow the necessary language to be used. In this case the French.
