I used to be a Top Rated freelancer on Upwork for more than 1 year, but recently (in July) I had an account hold and my account has been resumed by now. My question is: how much time must pass, before I can have Top Rated status again? (JSS is currently at 87%, Top Rated eligible weeks 14 of 16)

Once
1) the three months since the end of the suspension are up
2) You are over 90%
3) you have 13 or more of the last 16 weeks at 90+ plus,
you should get it back as long as all the requirements are met

I still have that 1-star feedback on my profile..but I really do hope, that my future clients will hold my previous work history as more important. I am striving to be Top Rated again in 90 days.
Many clients will abstain from business with you, when they see the 1-star-rating and especially the explanation of your client. You earned most of your income with this client.

I know. The whole story is too long to put in the reply for the feedback (and I cannot even post a reply to that).
It's a long way back to the top, after one has fallen from grace or so do they say. But I still believe it's possible.

One thing that you may want to do is asking your clients with jobs still in progress to close them and to open new jobs. If you have good relationships with them, it shouldn't be an issue.
This way they can provide new feedback, hopefully good, which will also push your bad feedback down the list. Once it's not on page one anymore, it will hurt way less.

Once you get back to being top rated, you can request that the feedback be removed.
